For purposes of the Worker Adjustment and Retraining Notificaton (WARN) Act, a plant closing means the permanent or temporary shutdown of a single employment site, or one or more facilities or operating units within a site, which results in job loss or more than a 50% hours cut for at least 50 employees, not including part-time employees. WARN requires that employers provide notification 60 days in advance of plant closings and mass layoffs to workers. 29 USC ยง2101 et seq.
